Is a Carbon Take Back Obligation Superior?
It's far easier to measure gas flows, oil flows and coal volumes than it is to actually measure emissions. So i think this is a very acarmoticnic obligation. In general, i think carbon policies are better the higher up in the value chain they are. Then you cover all the carbon that's being produced, instead of when you go to the emitter.
