Is There a Limit on Perpendicularity on Dalinar?

Dalar is able to create a perpendicularity seemingly at will, seemingly at any location. He does it multiple times throughout rhythm of war. And I'm wondering why there are physical limitations on shards creating a perpendicularity, but seemingly not on Dalinar. Even though the shards are very, very powerful, they might still have some limits. For example, this one being like, you're physically limited on where perpendicularities can exist.
