It could be, but Fed funds futures are only one small part of the market. Tip yields and other inflation break even indicators suggest the Fed is going to be bringing down inflation. So then it just becomes a question of does the Fed keep rates high because it wants to make sure it's going to get to 2%. And they don't think that will happen until 2025.
