In Minnesota, Joe had worked at a jump center, packing parachutes so he could fly for free. In Missoula, he had to pay. It was this constraint that led him to speed flying - which is sort of like base jumping but your parachute is already deployed. Once you have the gear, there's no airplane to pay for. You just hoof it up a mountain every time you want to fly.
