In the late eighties, California passed a law saying that municipalities had to cut the total amount they were sending to landfill in half by the year two thousand. In san francisco was a city where they didn't have a lot of yard trimmings, but they had the food waste. The pilot became a city wide programe, and then that became law. But it's really challenging, and i think it took a long time for cities to figure it out. And this brings us right back to where we started figuring it out.
