Fountas, Pennel and Heinemann point to these studies as evidence that their leveled literacy intervention program does work. We tried to get interviews with superintendents, chief academic officers, principals, school board members. Many of them ignored our emails; others would only talk off the record. One person who agreed to an interview was the former superintendent in Palo Alto, California.
