The Lightning Gateway Is Not Trusted by the Federation
The vision is each federation could have multiple lighning gateways. As a lightning gateway, you don't want to connect to any to all federations that somehow pop up and you just provide your services. The only trust relationship is the lighting gatre trusts the federation because they hold collateral insight. Us also trust the federation, but te federation has to trust no one else.
