Phil Gatz: The meritocratic phase of the IVs lasted only a few years, from 1960 to sometime around 1967. By 1980, no one could afford Ivy League tuitions except the rich or the broke, and only people who weren't white males could get full tuition merit scholarships. Starting around 1970, people who hadn't gone to any Ivy League or equivalent school suddenly were blocked from reaching positions of power, wealth, or prestige," he writes.
