Is the Bear Tower a Guild Within the Citadel?

The Bear Tower is another one of these guilds within the Citadel. They kind of just toss the dead animals out into a refuse pile. The other thing that we get is the claw of the conciliar to her. And there's no explanation in here other than by association, it must glitter and gleam like ice.
