How Do Jump-Ons Get Into Pension Funds?

A jump-on is a bond that is less than investment grade. It really comes down to what the pension fund criteria dictate and instructions give into their asset managers. The Department of Justice attacked and almost destroyed one of the rating agencies for dropping the US credit. I dare say, if a rating agency honestly rated the US government, we would see a much slower credit rating.
