Is There a Difference Between Exposure and Vulnerability?

The majority african american population is in a very low lying area that will be highly impacted by tidl waves, rising sea levels, hurricanes. So they're more vulnerable, but they're not going to be more exposed than the general population. You can think of it like new orleans, right? With a majority africans being below the poverty line you are at a higher likelihood of being under the poverty line. But one statement from their findings says those with low income or no high school diploma are approximately 25 % more likely to currently live in areas with the highest projected losses of labor hours.
