The War Between the Army and the Navy

There was no joint chiefs of staff type organization responsible for bringing together the mil y leadership. The army was more ascendant as a service and for good reason. Samurai rebellions were a major issue in the 18 seventies and the 18 eighties, an era of popular dissatisfaction. Yamagata directed most of his substantial political influence towards protecting and bolstering the influence of the army. Even in the 18 nineties, the army won just as many, if not more, high profile victories in the war against ching dynasty china than the navy did. When war broke out between japan and russia it proved to be a massive turning point in the contest between the service branches.
