Is There a Shortening of Tenure?

The longer the time in office may be, the longer the time horizon. Anyone in office for more than three years thinks that theyve their career, their career is done. So there is a top down control ment of short tenure length,. Now a lot of it has to do with you want it. People that want to move to the top need to have a lot of different jobs first. And need to rotate through a lot of things quickly. But i think the initial idea is we want short term linhts because we don't want to create little, independent kingdoms wer people do what they want.
