Those who are higher up in the social economic ladder tend to opt for permanent migration, whereas those who are more impoverished op for seasonal migration. So what are the demand and supply problems such that poorer sections of society are not able to benefit from permanent migration? And need to rely only on this kind of very itinerantin seasonal migration,. which obviously doesn't give them beggains.
