Cain builds his city in the next sentence after he marries a wife and has a child. Instead of accepting whatever it is that God's going to provide for him for the preservation of his life, what he does is he builds his own laser. All of that language is the same language used to describe a network of cities that God instructs the Israelites to make when they go into the Promised Land. And so now you're introducing another layer of subtext of when God says to Cain, I'm going to protect you.
