MGR's Incentive of a Midday Meal in Madras
The mid-day meal scheme is a 100 year old program that was introduced by MG Ramshandran 40 years ago in Madras. He wanted to extend it across the state but there were problems with cost sharing which meant implementation was uneven so to speak and only when MGR took it upon did it actually yield results. Rajan: If states are laboratories of democracy as they are meant to be then they should have fiscal space for them to experiment with policy if we don't do that they're just you know glorified bureaucracies.
