The D.C. water and sewer authority switched its treatment of the water from chlorine to monochloramine four years earlier. Professor Mark Edwards had confirmed the treatment switch as the cause, research that was funded out of his own pocket. A congressional investigation has found that the nation's premier public health agency only used flawed data to claim that high lead levels in D.C.'s drinking water did not pose a health risk to the public.
