What Are the Qualifications of an Elder?

There are 20 qualifications of an elder and none of them tell us what the elder is supposed to do. Paul began with these qualities, what he's supposed to be. Now inherent in these qualities is your knowledge of scripture. But I think we've missed something over the years.
