Why Shouldn't Russian Soldiers Be Shot in the Leg?

It is a war crime to shoot captured prisoners, liket. The ukranian government has been deliberately pushing the idea that surrendering means you can get citizenship. There are tactical reasons why it's bad for ukraine if russian soldiers believe they will be shot after being captured. It makes them less likely to turn themselves in. And on a moral level, you shouldn't accept it.
