The idea of with this small state, the legislature also will become strong. They will feel like having good discussions and they will feel like passing the best laws. The option of that legislature becoming corrupt becomes fartless. There will be special interest in the legislature just like they are in the US House and Senate. By separating this executive and legislature, you will also be able to control the judges if you do this.
