UNESCO basically started setting up the groundwork for the information technologies through with partnerships like IBM again Microsoft and Apple to sort of get all of the IT disseminated across national borders but then they were also in that partnership it was a regional partnership that combined western capitalist nations with eastern block communists and socialist nations. They eventually wanted to transition to the centralized statecraft right and I should also mention that the OECD was involved in this this network through partnership with Assistant Secretary of Education and the US Department of Education Donald Sinisse.
