Is There a Reconstruction Corruption?

Until the civil war, southern states never didn't spend any money. All power was vested in these aristocratic factions who held complete control over the state government. There's nowhere where you can point to during this period and say there is uncorrupt government being carried out by any political party or faction. And like, if wo're to talk about corruption or humiliation, how about a society that existed for several centuries based on a feudal aristocracy? I would think that's pretty ful and corrupt.
