The Autonomy of the Ghost Blood Agents

At least as we see on rishar the ghost blood agents individually are quite autonomous they don't really seem to like work together a whole lot. i think it's some weird thing about autonomy is are these avatars actually autonomous or are they enslaved hive minds right so like is it a sleeper agent situation where she's kind of like yeah you can do your own thing you're autonomous baby and then as soon as she wants to she can just take take over all of her avatars at once? lots of speculation is possible but if it's the winter soldier concept then there is the keywords that can wake him up and turn him into assassin but there's also the love of steve rogers
