The Importance of Flexibility in Office Buildings

Even a full market rate building is worth more to the city as a whole than an empty office building. So do you feel positive about this? I mean I know that you've spent a lot of time on it and I mean do you really think this is going to that's not going to fix everything but do you think we're going to see some actual change with this? You know at the end of the day this is up to the public policy makers how much change are we going to see are they going to adopt rules that create flexibility.
