In the early 90s, a justice of the Israeli Supreme Court named Aharon Barak was slated to become the chief justice. The court takes this massive activist turn already beginning in the 80s and 90s. In Israel, the ACLU could just come forward as the ACLU. They don't need a victim. Everyone has standing to appeal to theIsraeli Supreme Court against the state on almost any issue.
