I don't think saying that this narrative is God actively or directly bringing punishment, like fire or the earthquake. So I've become increasingly unsatisfied with this passive active distinction because the biblical authors don't think in that category either. You could say there's a way more nuanced and sophisticated way to talk about God's agency than we typically allow for the Bible to have.
