Is There a Universe in Jail?

If the universe breaks the law, who punishes it? Does it go to universe jail? In what universe is that jail? Obviously, there's a multiverse department of justice. I think Marvel has it pretty well covered. Well, let's hope that never happens to us. We are just here trying to figure out how the universe works. we're trusting that it is following some laws and it's not putting us in existential danger because we would like to understand how it works.
