In the early nin fiftiess latin american countries did not have a lot of trade relations with each other. So it was important for them to kind of establish those kind of trade relationships to circumvent the need for hard currency. But at this point in the early years, co operation from the centre isn't forthcoming, and regional integrationisn't working either. Arprebish and other sapalinos getting frustrated.
