No one knows the future. The Fed doesn't know everything about inflation and interest rates before the data comes out. It's a goofball survey which insists that every FOMC member give a point estimate to where they think rates are going to be. Charts by their nature feel true. Whereas in fact, the dot plot is just incredibly fuzzier than it is right now.
