The US unfrows Cuban frozen assets so that they can be attached to civil judgments against the state of Cuba. Congress has repeatedly put in place lots of very big exceptions to the usual sovereign immunity protections for Russia and other countries. The reason that doesn't get you anywhere here is because there's no domestic law cause of action that the state of Ukraine, for example, could use to try and attach these assets.
