The immunizing reversal drive is a reliable off switch. Anything that's slow, obvious and easily blocked isn't much of a weapon. The way we have to deal with that threat is by minimizing access and deterring those who can actually wield that weapon. And so favoring defense just means that if someone does misuse it, everyone else can prevent it from causing much harm.
