The Roman Republic and the Athenians
The ancient community is different. They didn't have police powers, the surveillance powers. There were no parties that could impose a party line. Cicero famously blamed the popular assemblies and their licentiousness for the decay of greece. The roman model of free speech seems a lot more eletos than the athenian one. But i don't think it's quite fair toa label plato a totalitarian.
