I don't think you should assume here that there's something broken like I would think the natural assumption would be that I have a very good argument. But the fact that you brought it up made me worry. And so, the idea of a consensus where we coordinate on a large scale is fine. That also might involve certain options not being chosen. Certain options being like left off the table because nobody wants them. The thing you're worried about is the case where wecoordinate on a largescale but there's enough people who haven't been convinced. And then that remaining group of stragglers instead of being persuaded are suppressed. So, when we have institutional failures, i.e.
