Peter is an opportunist and he wants to survive. He knows that getting Harry is going to be riskier than any other thing. As the embodied one in this partnership, he is going to have to take a lot of those risks. So it's just he's trying to figure out the easiest way out and the safest way for him at each turn. And that seems easier and less risky for him. It's just interesting because we'll see in book seven that Harry saving a warm tail is going to cause warm tail to not hurt Harry.
