After 1995, the link between crack and adverse social outcomes for black Americans disappears statistically. Crack use in terms of overall quantity remained stable. New people are not coming into the ranks of people using this drug. The only exception is the homicide rate for black men aged 18 to 24 which remains elevated because now a bunch of different groups like that have gotten used to selling drugs for money.
