Early police broke up strikes in the same way we're familiar with, riot cops at protests to day unspeakable violence. Public order arrests were essentially police declaring someone's behavior a crime for a non specific reason and then arresting them. These gave police a way to break up union meetings and gatherings before they could turn into strikes. In chicago, during this period, 80 % of all arrests were public order arrests of workers.
