Pakestan's prime minister, imron khan, was invited to a summit for democracy. But he didn't go because of the russian invasion of ukraine. Khan ended up being there as putin launched his attack on eastern Ukraine. He has since taken a more neutral stance about the Russian operation. The foreign office felt it could not refuse that trip despite many warnings.
