Is Congress Next Up to Draft Bills?

The executive order tasks various departments and agencies with going oft and producing reports on dary, various aspects of a block chain and crypto technology. They come back with those reports, and then what congress? Is congress next up to sort tof take t take the ball and start drafting bills, or ah, is this something that can happen at the agency level? How? Where? Where do we go from there? We would have hearings after that. A certainly agencies are going o have a huge input in it, which is why the executive order is important. And then there's going to be a tention, right, as there always is, between regulatory financial agencies and the congress.
