Alabama Voting Rights Act - Is That Really a Mystery?
On some level, the argument in Merrill versus Milligan was reminiscent to be of Burnevich. Justice Alito would insist we're just interpreting section two of the Voting Rights Act. And so it was one moment at oral argument that was particularly revealing about this for me. It's when Justice Kagan asked the Alabama Solicitor General whether under his theories, the state could draw a map with zero districts and black voters would be able to elect their choice.
