Stanford alumnus says it's hard to get commercial tech into the do D. The process of updating 10-year-old software is a nightmare for companies and government officials, he said. "I think this path towards Progress and modernization is not gonna come through the young" He added that if you're an expert at something in order to innovate your work has to be better than someone who hasn't been there.
