The ministry was undergoing a shake up. The minister of the interior handed in his resignation on january fifteenth. Nicholas had only ever appointed mirsky under duress, and never been happy with his constant whining about the need to appease the liberal intelligencia. To replace mirsky, the czar elevated a conservative moscow noble named alexander bolegen. But though bolegen was a staunch supporter of orthodoxy, autocracy and nationality, this was mostly through unexamined habit rather than rapid reactionary fervor.
