In 1995 you spearheaded a movement to reform the FSIS inspection process by mandating that all slaughter and processing facilities implement HASAP protocols including mandatory microbial testing for raw meat. Now why do you think industry was so opposed to these microbial testing requirements but not the HASAP requirement?
