People would estimate what proportion of the population believes in this and then it was when their expectation was violated, that they then updated to think it was more prevalent. This is a rational way of integrating this information. It's like other people's belief systems are a useful source of information for you too. So if you were very certain about something, you were less influenced by the prevalence information.
