The Probation of Offices Is a Penal Action
In the church's legal system, even the removal of a pastor from his office is considered to be a very serious matter. Pius the ninth said effectively, I can't remove even someone who is hopelessly insane from office because he is a Bishop. The importance of the stability of this office which exercises spiritual care is regarded as so important in the church's law that a particular process has to be removed.
