The Importance of Etiquette
The offer is basically trying to be generous to these kinds of new social norms by calling the medicaid. So I think it's absolutely correct and Landers and Miss Manors I'm sure would agree the vast majority of etiquette isn't about showing equality. But if he called it instead something other than etiquette if he calls it new signaling demands of loyalty or something that would be less appealing.
