Is There a Stark in Winterfell?
The Starks seemed to have until Kregen, the one who's Lord at the beginning of the dance and a little bit before it, until him, none of these Starks inherit Winterfell under age. That implies there was a robust number of Starks in this era. There's always an older Stark around. Lanara might have been like a fifth cousin when she remarried into the main Stark line by the time that happened. So it's possible that there's just like quite a lot of Starks.
