China is engaged in a lot of scientific activities, especially in the maritime commons. There's concern that some of these civilian activities could feed into military activities. I think China wants to be seen as one of the leaders in science technology and that can also be a deterrent for other countries too. For them it's really about planting a flag if it's not a literal flag.
