The white community has so stigmatized the doing of the laundry that there is no competition. The Pullman borders were on display when they were at work and on call. Unlike washer women, they don't really have those private spaces,. And so they were tightly surveilled, spied on even as they organized. But they managed to build a union over at least one decade of concentrated effort.
