How Do You Learn Vocab?

I agree with Steve Kaufman about this that certainly at beginner intermediate levels until you get quite advanced, that vocabulary is very big. You can communicate with vocabulary even if your grammar is terrible, even with no verb tenses. Malva says, I'm struggling for making cue cards for the IELTS exam. How do you learn vocab?
