Argo was committed to the idea that you need to test in multiple cities so that eventually when you choose to scale, you've already done the hard work. The way my approach is test in a less complex domain, deploy in it while doing some testing some other places. And then the cruise thesis is let's start at the hardest place first because if we can solve that, then we can throw money behind scaling afterwards. Each of these have their pros and cons.
